The Theodore Roosevelt Center reports that the sentence has not been found in Roosevelt’s correspondence, speeches or writings. The Theodore Roosevelt Presidential Library likewise lists it among common misquotes. No traceable primary source currently supports naming Roosevelt as its author.

The saying fits Roosevelt’s reputation for action and courage, which helps explain the durable attribution.
